Position Summary: Under general direction, to plan, organize, coordinate, direct, and review the construction, repair, and maintenance of County roads, and related facilities; to be responsible for the management of Road Maintenance Division of Colfax County; to provide supervision for assigned staff; and to do related work as required.
Road Department Superintendent:
1. Plans, organizes, directs and supervises the road maintenance and construction activities within Colfax County. Responsible to the Road Supervisor for a wide range of Road Department activities in an assigned district involving a variety of repairs, installations and general road conditions covering approximately 570.3 miles of roadway maintained by the county.
2. Directs staff in the operation of heavy construction and other equipment; makes recommendations on the types and kinds of equipment needed for construction and maintenance projects.
3. Orders road oils, asphalts, equipment parts and other supplies.
4. Develops and prepares and annual budget for the Road Department and monitors expenditures. Estimates materials and equipment requirements and schedules work to be done.
5. Inspects projects for proper completion and work quality standards; assigns work to crews, ensuring adequate equipment and supplies are available, including safety equipment.
6. Supervises the maintenance and repair of equipment and vehicles.
7. Answers public complaints concerning road maintenance and construction projects; requisitions and purchases materials and supplies.
8. Coordinates department projects and activities with other county departments and divisions and outside agencies, supervise, trains, and evaluates department staff, prepares payroll records, reviews and approves encroachment permits and related activities on County roads.
9. Maintains records on equipment usage and repairs.
10. Works from complaints, and calls from volunteers and others to maintain county roadways in a safe and satisfactory condition.
11. Performs scheduled and unscheduled work.
12. Ensures the proper maintenance and general condition of all equipment under care, custody and control.
13. Assists supervisor in the ordering ifa variety of materials and parts, and in the setting up bid specifications, and maintaining cost controls and efficient operations.
14. Assists in directing and instructing personnel in methods and procedures regarding operational and maintenance of equipment as well as laying out work to be performed.
15. Maintains radio contact with various operators and operations to see that instructions and work is being carried out as instructed or directed.
16. Visits various jobs to see that schedules are maintained and that difficulties are overcome.
17. As necessary, may operate equipment to instruct or direct personnel.
18. Responsibilities include the movement of equipment to proper locations, seeing that materials are on hand when needed, and that equipment is serviced in accordance with county policies.
19. In event of equipment damage, makes all necessary arrangements for repairs.
20. Sees that road work is performed with limited inconvenience to residence and others using roadways. In event of major repairs to construction, sees that residents or travelers are notified, of that other avenues of approach and use may be instituted.
21. Ensures the use of ample public protection on all repairs of construction operations.
22. Directs, assists, instructs and checks subordinates as to safety precautions, methods, procedures, standards of performance, county policies, rules and regulations, and other matters affecting their work.
23. Maintains discipline and good public relations and deals with personnel complaints.
24. Notifies proper authority in cases of emergencies.
25. Consults with Supervisor on matters involving personnel and overall operations.
26. Prepares necessary reports and logs and maintains employees’ time sheets.
27. Attends project and safety meetings.
28. May perform various general labor work as needed such as installing culverts, cattle guards, repairing pot hole, etc.
29. Employee must perform all duties with minimal supervision. Employee may be required to work irregular hours, attend job-related meetings, and perform other duties as assigned.
