HUERFANO — My name is Richard Goodwin and I am competing for a position as a Director of the Huerfano County Hospital District.
I am a retired twenty-two year United States Air Force veteran with many years during my service, and after, working in the finance and business field. During my career I held positions of financial analyst, business manager, project manager, controller, and director of business and finance to name a few. I earned my bachelor and master degrees by attending night school.
My wife Virgilia and I chose Huerfano County to build our forever home and we have lived here for 13 wonderful years.
I believe my career experience has prepared me to contribute to the success of the hospital and to serve my neighbors in Huerfano County.
My primary emphasis will be to focus on cost transparency… concentrating on cost forecasting, cost control and cost reporting. It is my belief that the cost accounting system used over the past few years did not provide the financial information required for the District Board to effectively perform their function.
I intend to work toward implementing an accounting system that will report accurate, useful and timely financial data as well as ensure managers and supervisors assigned responsibility for hospital work areas have the authority and tools to manage costs and personnel within their area of responsibility.
I believe in placing full budgetary and managerial responsibility and related authority at the best level for efficient operation. I do not believe all authority and control should be concentrated only in higher level management. I believe my emphasis on cost will provide information that will benefit the day to day operation of the hospital and the Veterans Community Living Center. As a Vietnam veteran I have first-hand knowledge as to what combat service in the armed forces can do to a person both mentally and physically. The Veterans Community Living Center has been the mainstay of the SPRHC for years. In fact, without the Veterans Community Living Center’s financial contributions we would not have the hospital we have today. Therefore every effort must be taken to ensure the Veterans Community Living Center remains in Huerfano County. I believe providing accurate cost information will be a major factor in contributing toward expanding the capabilities of the hospital and the Veterans Community Living Center.
All of us in Huerfano County benefit from having a viable and thriving hospital in our county. I pledge to you that I shall always give my very best efforts to enhance the operations of the hospital and Veterans Living Center and I will never shy away from asking the difficult questions, making difficult decisions and applying proper corrective actions.
I am not associated with, nor have I ever worked for any organization connected with the hospital or Veterans Community Living Center. I owe no payback for favors granted or pledged and therefore I am a fresh pair of eyes to represent you. I am self-funding my campaign and I chose not to have an election committee so that I may equally represent all the citizens of Huerfano County. What you see is what you get.
No matter the outcome, I will always be beside you as we fight for our rights, stand for our flag, and kneel for our God.
