Commissioners study new turn in Ruybalid lawsuit

WALSENBURG— The Huerfano County Commissioners huddled up with county lawyer Garrett Sheldon to study a new legal notice from Huerfano-Las Animas District Attorney Frank Ruybalid, who has filed a court order for the recusal of all the judges of the 3rd Judicial Court, due to a conflict of interest, and seat a senior judge be appointed by the district administrator, in the case he has brought against the two counties. Ruybalid is suing the commissioners of Huefano and Las Animas counties over the commissioners’ refusal to cover Ruybalid’s legal costs in his failed attempt to defend himself against incompetancy charges, brought against him last February by the Office of Attorney Regulation Counsel. Ruybalid admitted to 13 of 35 charges against him and is still serving the two years of probation imposed. Ruybalid had asked the two counties to pay his legal bills, but the commissioners on both sides of the border adamantly refused. In other business, the Huerfano County Commissioners authorized funding on Tuesday for 12 body cameras for the Huerfano County Sheriff’s Department, to the amount of $9,521. The commissioners also instructed the Sheriff to develop and use a policy of how and when the cameras will be used.
