South Central Council of Governments Rehab Loan Specialist: Examine, evaluate, and recommend approval of customer applications for residential rehabilitation loans, Energy Outreach Colorado and other energy assistance programs. Essential Duties and Responsibilities include : Request property appraisals, applicant credit reports, background checks, reference checks, and other information pertinent to loan application. Assess applicant eligibility, determine loan to value ratio, and submit application recommendation. Compile loan package and facilitate negotiation with applicant according to establishment standards. Work closely with the Director of Housing to refer loans to loan committee for approval. Ensure loan agreements are complete and accurate according to policy. Assure timely loan closing and funding activities. Evaluate seasonal utility assistance program applications, maintain records, budget, and administer aid according to grant guidelines. Competencies: Must be able to collect and analyze data, have strong customer service skills, maintain confidentiality, possess strong personal and business ethics, exercise strong judgment, and good communication skills. Qualifications: Business degree from four-year college or university; or two years related experience and/or training; or equivalent combination of education and experience. This position is responsible for all customer service functions, including but not limited to: customer billing, receiving and processing of cash receipts, interacting with all departments of the City, initiating and tracking all utility work and trouble orders, answering phones, filing, closing out and balancing cash drawer daily, posting receivables and creating daily reports, tracking delinquent receivable accounts; reviewing and processing customer aging reports, processing and tracking utility services connections, tracking and processing bad debt accounts; handling adjustments to the Utility Billing system and working with budget billing and L.E.A.P. This position is responsible for answering, and transferring phone calls to all City departments. Knowledge of computers, Microsoft Excel and Word, copy machine, E-mail is required.
